We have used WireShark to find that the delay is when the packets are coming out of the TAPI Server. It looks like the Telephony Service uses NetBIOS before it uses DNS and where NetBIOS is broadcast traffic it doesn't route over the subnets so I think it then times out then uses DNS which is what causes the delay.
